Principal Allied Powers have agreed, for the purpose of giving\n      effect to the provisions of Article 22 of the Covenant of the League of Nations,\n      to entrust to a Mandatory selected by the said Powers the administration of the\n      territory of Palestine, which formerly belonged to the Turkish Empire, within\n      such boundaries as may be fixed by them; and\n    <\/p>\n\n    <p class=\"gnfiMP-doc-paragraph\">\n      Whereas the Principal Allied Powers have also agreed that the Mandatory should\n      be responsible for putting into effect the declaration originally made on\n      November 2nd, 1917, by the Government of His Britannic Majesty, and adopted by\n      the said Powers, in favor of the establishment in Palestine of a national home\n      for the Jewish people, it being clearly understood that nothing should be done\n      which might prejudice the civil and religious rights of existing non-Jewish\n      communities in Palestine, or the rights and political status enjoyed by Jews in\n      any other country; and\n    <\/p>\n\n    <p class=\"gnfiMP-doc-paragraph\">\n      Whereas recognition has thereby been given to the historical connection of the\n      Jewish people with Palestine and to the grounds for reconstituting their national\n      home in that country; and\n    <\/p>\n\n    <p class=\"gnfiMP-doc-paragraph\">\n      Whereas the Principal Allied Powers have selected His Britannic Majesty as the\n      Mandatory for Palestine; and\n    <\/p>\n\n    <p class=\"gnfiMP-doc-paragraph\">\n      Whereas the mandate in respect of Palestine has been formulated in the following\n      terms and submitted to the Council of the League for approval; and\n    <\/p>\n\n    <p class=\"gnfiMP-doc-paragraph\">\n      Whereas His Britannic Majesty has accepted the mandate in respect of Palestine\n      and undertaken to exercise it on behalf of the League of Nations in conformity\n      with the following provisions; and\n    <\/p>\n\n    <p class=\"gnfiMP-doc-paragraph\">\n      Whereas by the afore-mentioned Article 22 (paragraph 8), it is provided that the\n      degree of authority, control or administration to be exercised by the Mandatory,\n      not having been previously agreed upon by the Members of the League, shall be\n      explicitly defined by the Council of the League Of Nations; confirming the said\n      Mandate, defines its terms as follows:\n    <\/p>\n\n\n\n    <!-- ARTICLE 1 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-1\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 1<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        The Mandatory shall have full powers of legislation and of administration,\n        save as they may be limited by the terms of this mandate.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 2 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-2\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 2<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        The Mandatory shall be responsible for placing the country under such political,\n        administrative and economic conditions as will secure the establishment of the\n        Jewish national home, as laid down in the preamble, and the development of\n        self-governing institutions, and also for safeguarding the civil and religious\n        rights of all the inhabitants of Palestine, irrespective of race and religion.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 3 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-3\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 3<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        The Mandatory shall, so far as circumstances permit, encourage local autonomy.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 4 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-4\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 4<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        An appropriate Jewish agency shall be recognised as a public body for the\n        purpose of advising and co-operating with the Administration of Palestine in\n        such economic, social and other matters as may affect the establishment of the\n        Jewish national home and the interests of the Jewish population in Palestine,\n        and, subject always to the control of the Administration to assist and take\n        part in the development of the country.\n      <\/p>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        The Zionist organization, so long as its organization and constitution are in\n        the opinion of the Mandatory appropriate, shall be recognised as such agency.\n        It shall take steps in consultation with His Britannic Majesty\u2019s Government to\n        secure the co-operation of all Jews who are willing to assist in the\n        establishment of the Jewish national home.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 5 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-5\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 5<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        The Mandatory shall be responsible for seeing that no Palestine territory shall\n        be ceded or leased to, or in any way placed under the control of the Government\n        of any foreign Power.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 6 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-6\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 6<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        The Administration of Palestine, while ensuring that the rights and position\n        of other sections of the population are not prejudiced, shall facilitate Jewish\n        immigration under suitable conditions and shall encourage, in co-operation with\n        the Jewish agency referred to in Article 4, close settlement by Jews on the\n        land, including State lands and waste lands not required for public purposes.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 7 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-7\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 7<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        The Administration of Palestine shall be responsible for enacting a nationality\n        law. There shall be included in this law provisions framed so as to facilitate\n        the acquisition of Palestinian citizenship by Jews who take up their permanent\n        residence in Palestine.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 8 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-8\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 8<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        The privileges and immunities of foreigners, including the benefits of consular\n        jurisdiction and protection as formerly enjoyed by Capitulation or usage in the\n        Ottoman Empire, shall not be applicable in Palestine.\n      <\/p>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        Unless the Powers whose nationals enjoyed the afore-mentioned privileges and\n        immunities on August 1st, 1914, shall have previously renounced the right to\n        their re-establishment, or shall have agreed to their non-application for a\n        specified period, these privileges and immunities shall, at the expiration of\n        the mandate, be immediately reestablished in their entirety or with such\n        modifications as may have been agreed upon between the Powers concerned.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 9 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-9\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 9<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        The Mandatory shall be responsible for seeing that the judicial system\n        established in Palestine shall assure to foreigners, as well as to natives,\n        a complete guarantee of their rights.\n      <\/p>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        Respect for the personal status of the various peoples and communities and for\n        their religious interests shall be fully guaranteed. In particular, the control\n        and administration of Wakfs shall be exercised in accordance with religious law\n        and the dispositions of the founders.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 10 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-10\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 10<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        Pending the making of special extradition agreements relating to Palestine,\n        the extradition treaties in force between the Mandatory and other foreign\n        Powers shall apply to Palestine.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 11 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-11\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 11<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        The Administration of Palestine shall take all necessary measures to safeguard\n        the interests of the community in connection with the development of the country,\n        and, subject to any international obligations accepted by the Mandatory, shall\n        have full power to provide for public ownership or control of any of the natural\n        resources of the country or of the public works, services and utilities\n        established or to be established therein.\n      <\/p>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        It shall introduce a land system appropriate to the needs of the country,\n        having regard, among other things, to the desirability of promoting the close\n        settlement and intensive cultivation of the land.\n      <\/p>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        The Administration may arrange with the Jewish agency mentioned in Article 4\n        to construct or operate, upon fair and equitable terms, any public works,\n        services and utilities, and to develop any of the natural resources of the\n        country, in so far as these matters are not directly undertaken by the\n        Administration.\n      <\/p>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        Any such arrangements shall provide that no profits distributed by such agency,\n        directly or indirectly, shall exceed a reasonable rate of interest on the\n        capital, and any further profits shall be utilised by it for the benefit of the\n        country in a manner approved by the Administration.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 12 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-12\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 12<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        The Mandatory shall be entrusted with the control of the foreign relations of\n        Palestine and the right to issue exequaturs to consuls appointed by foreign\n        Powers. He shall also be entitled to afford diplomatic and consular protection\n        to citizens of Palestine when outside its territorial limits.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 13 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-13\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 13<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        All responsibility in connection with the Holy Places and religious buildings\n        or sites in Palestine, including that of preserving existing rights and of\n        securing free access to the Holy Places, religious buildings and sites and the\n        free exercise of worship, while ensuring the requirements of public order and\n        decorum, is assumed by the Mandatory, who shall be responsible solely to the\n        League of Nations in all matters connected herewith, provided that nothing in\n        this article shall prevent the Mandatory from entering into such arrangements\n        as he may deem reasonable with the Administration for the purpose of carrying\n        the provisions of this article into effect; and provided also that nothing in\n        this mandate shall be construed as conferring upon the Mandatory authority to\n        interfere with the fabric or the management of purely Moslem sacred shrines,\n        the immunities of which are guaranteed.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 14 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-14\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 14<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        A special commission shall be appointed by the Mandatory to study, define and\n        determine the rights and claims in connection with the Holy Places and the\n        rights and claims relating to the different religious communities in Palestine.\n        The method of nomination, the composition and the functions of this Commission\n        shall be submitted to the Council of the League for its approval, and the\n        Commission shall not be appointed or enter upon its functions without the\n        approval of the Council.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 15 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-15\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 15<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        The Mandatory shall see that complete freedom of conscience and the free\n        exercise of all forms of worship, subject only to the maintenance of public\n        order and morals, are ensured to all. No discrimination of any kind shall be\n        made between the inhabitants of Palestine on the ground of race, religion or\n        language. No person shall be excluded from Palestine on the sole ground of his\n        religious belief.\n      <\/p>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        The right of each community to maintain its own schools for the education of\n        its own members in its own language, while conforming to such educational\n        requirements of a general nature as the Administration may impose, shall not\n        be denied or impaired.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 16 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-16\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 16<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        The Mandatory shall be responsible for exercising such supervision over\n        religious or eleemosynary bodies of all faiths in Palestine as may be required\n        for the maintenance of public order and good government. Subject to such\n        supervision, no measures shall be taken in Palestine to obstruct or interfere\n        with the enterprise of such bodies or to discriminate against any representative\n        or member of them on the ground of his religion or nationality.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 17 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-17\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 17<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        The Administration of Palestine may organise on a voluntary basis the forces\n        necessary for the preservation of peace and order, and also for the defence of\n        the country, subject, however, to the supervision of the Mandatory, but shall\n        not use them for purposes other than those above specified save with the consent\n        of the Mandatory. Except for such purposes, no military, naval or air forces\n        shall be raised or maintained by the Administration of Palestine.\n      <\/p>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        Nothing in this article shall preclude the Administration of Palestine from\n        contributing to the cost of the maintenance of the forces of the Mandatory\n        in Palestine.\n      <\/p>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        The Mandatory shall be entitled at all times to use the roads, railways and\n        ports of Palestine for the movement of armed forces and the carriage of fuel\n        and supplies.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 18 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-18\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 18<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        The Mandatory shall see that there is no discrimination in Palestine against\n        the nationals of any State Member of the League of Nations (including companies\n        incorporated under its laws) as compared with those of the Mandatory or of any\n        foreign State in matters concerning taxation, commerce or navigation, the\n        exercise of industries or professions, or in the treatment of merchant vessels\n        or civil aircraft.\n      <\/p>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        Similarly, there shall be no discrimination in Palestine against goods\n        originating in or destined for any of the said States, and there shall be\n        freedom of transit under equitable conditions across the mandated area.\n      <\/p>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        Subject as aforesaid and to the other provisions of this mandate, the\n        Administration of Palestine may, on the advice of the Mandatory, impose such\n        taxes and customs duties as it may consider necessary, and take such steps as\n        it may think best to promote the development of the natural resources of the\n        country and to safeguard the interests of the population.\n      <\/p>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        It may also, on the advice of the Mandatory, conclude a special customs\n        agreement with any State the territory of which in 1914 was wholly included\n        in Asiatic Turkey or Arabia.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 19 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-19\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 19<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        The Mandatory shall adhere on behalf of the Administration of Palestine to any\n        general international conventions already existing, or which may be concluded\n        hereafter with the approval of the League of Nations, respecting the slave\n        traffic, the traffic in arms and ammunition, or the traffic in drugs, or\n        relating to commercial equality, freedom of transit and navigation, aerial\n        navigation and postal, telegraphic and wireless communication or literary,\n        artistic or industrial property.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 20 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-20\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 20<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        The Mandatory shall co-operate on behalf of the Administration of Palestine,\n        so far as religious, social and other conditions may permit, in the execution\n        of any common policy adopted by the League of Nations for preventing and\n        combating disease, including diseases of plants and animals.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 21 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-21\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 21<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        The Mandatory shall secure the enactment within twelve months from this date,\n        and shall ensure the execution of a Law of Antiquities based on the following\n        rules. This law shall ensure equality of treatment in the matter of excavations\n        and archaeological research to the nationals of all States Members of the\n        League of Nations.\n      <\/p>\n\n      <p class=\"gnfiMP-subpoint\">\n        <strong>(1)<\/strong> \u201cAntiquity\u201d means any construction or any product of human\n        activity earlier than the year 1700 A. D.\n      <\/p>\n\n      <p class=\"gnfiMP-subpoint\">\n        <strong>(2)<\/strong> The law for the protection of antiquities shall proceed by\n        encouragement rather than by threat.\n      <\/p>\n\n      <p class=\"gnfiMP-subpoint\">\n        Any person who, having discovered an antiquity without being furnished with the\n        authorization referred to in paragraph 5, reports the same to an official of\n        the competent Department, shall be rewarded according to the value of the\n        discovery.\n      <\/p>\n\n      <p class=\"gnfiMP-subpoint\">\n        <strong>(3)<\/strong> No antiquity may be disposed of except to the competent\n        Department, unless this Department renounces the acquisition of any such\n        antiquity.\n      <\/p>\n\n      <p class=\"gnfiMP-subpoint\">\n        No antiquity may leave the country without an export licence from the said\n        Department.\n      <\/p>\n\n      <p class=\"gnfiMP-subpoint\">\n        <strong>(4)<\/strong> Any person who maliciously or negligently destroys or\n        damages an antiquity shall be liable to a penalty to be fixed.\n      <\/p>\n\n      <p class=\"gnfiMP-subpoint\">\n        <strong>(5)<\/strong> No clearing of ground or digging with the object of finding\n        antiquities shall be permitted, under penalty of fine, except to persons\n        authorised by the competent Department.\n      <\/p>\n\n      <p class=\"gnfiMP-subpoint\">\n        <strong>(6)<\/strong> Equitable terms shall be fixed for expropriation, temporary\n        or permanent, of lands which might be of historical or archaeological interest.\n      <\/p>\n\n      <p class=\"gnfiMP-subpoint\">\n        <strong>(7)<\/strong> Authorization to excavate shall only be granted to persons\n        who show sufficient guarantees of archaeological experience. The Administration\n        of Palestine shall not, in granting these authorizations, act in such a way as\n        to exclude scholars of any nation without good grounds.\n      <\/p>\n\n      <p class=\"gnfiMP-subpoint\">\n        <strong>(8)<\/strong> The proceeds of excavations may be divided between the\n        excavator and the competent Department in a proportion fixed by that Department.\n        If division seems impossible for scientific reasons, the excavator shall receive\n        a fair indemnity in lieu of a part of the find.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 22 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-22\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 22<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        English, Arabic and Hebrew shall be the official languages of Palestine.\n        Any statement or inscription in Arabic on stamps or money in Palestine shall\n        be repeated in Hebrew and any statement or inscription in Hebrew shall be\n        repeated in Arabic.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 23 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-23\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 23<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        The Administration of Palestine shall recognise the holy days of the respective\n        communities in Palestine as legal days of rest for the members of such\n        communities.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 24 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-24\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 24<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        The Mandatory shall make to the Council of the League of Nations an annual\n        report to the satisfaction of the Council as to the measures taken during the\n        year to carry out the provisions of the mandate. Copies of all laws and\n        regulations promulgated or issued during the year shall be communicated with\n        the report.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 25 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-25\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 25<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        In the territories lying between the Jordan and the eastern boundary of\n        Palestine as ultimately determined, the Mandatory shall be entitled, with the\n        consent of the Council of the League of Nations, to postpone or withhold\n        application of such provisions of this mandate as he may consider inapplicable\n        to the existing local conditions, and to make such provision for the\n        administration of the territories as he may consider suitable to those\n        conditions, provided that no action shall be taken which is inconsistent with\n        the provisions of Articles 15, 16 and 18.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 26 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-26\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 26<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        The Mandatory agrees that, if any dispute whatever should arise between the\n        Mandatory and another member of the League of Nations relating to the\n        interpretation or the application of the provisions of the mandate, such\n        dispute, if it cannot be settled by negotiation, shall be submitted to the\n        Permanent Court of International Justice provided for by Article 14 of the\n        Covenant of the League of Nations.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 27 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-27\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 27<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        The consent of the Council of the League of Nations is required for any\n        modification of the terms of this mandate.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- ARTICLE 28 -->\n\n    <section class=\"gnfiMP-article\" id=\"article-28\">\n\n      <h4 class=\"gnfiMP-article-number\">ARTICLE 28<\/h4>\n\n      <p class=\"gnfiMP-doc-paragraph\">\n        In the event of the termination of the mandate hereby conferred upon the\n        Mandatory, the Council of the League of Nations shall make such arrangements\n        as may be deemed necessary for safeguarding in perpetuity, under guarantee of\n        the League, the rights secured by Articles 13 and 14, and shall use its\n        influence for securing, under the guarantee of the League, that the Government\n        of Palestine will fully honour the financial obligations legitimately incurred\n        by the Administration of Palestine during the period of the mandate, including\n        the rights of public servants to pensions or gratuities.\n      <\/p>\n\n    <\/section>\n\n\n\n    <!-- =====================================================\n         CLOSING\n    ====================================================== -->\n\n    <div These decisions form an important\n        part of the legal and historical background to the modern\n        State of Israel.\n      <\/p>\n\n    <\/div>\n\n\n    <div class=\"gnfiLR-accordions\">\n\n\n      <!-- 01 SAN REMO -->\n\n      <details class=\"gnfiLR-item\">\n\n        <summary>\n\n          <span class=\"gnfiLR-num\">01<\/span>\n\n          <span class=\"gnfiLR-summary-text\">\n            <span class=\"gnfiLR-summary-title\">\n              The San Remo Conference \u2014 1920\n            <\/span>\n\n            <span class=\"gnfiLR-summary-small\">\n              The Allied Powers incorporate the Balfour Declaration into the post-war settlement.\n            <\/span>\n          <\/span>\n\n        <\/summary>\n\n        <div class=\"gnfiLR-content\">\n\n          <p>\n            In April 1920, the principal Allied Powers met at\n            <strong>San Remo, Italy<\/strong>, to determine the future\n            administration of territories formerly controlled by the\n            Ottoman Empire.\n          <\/p>\n\n          <p>\n            The San Remo Resolution incorporated the substance of the\n            1917 Balfour Declaration and assigned Britain responsibility\n            for administering Palestine under a mandate that would give\n            effect to the establishment of a national home for the\n            Jewish people.\n          <\/p>\n\n          <p>\n            This was significant because the concept of a Jewish\n            national home was no longer merely a declaration of British\n            foreign policy. It became part of the international\n            settlement being constructed by the Allied Powers after the\n            First World War.\n          <\/p>\n\n        <\/div>\n\n      <\/details>\n\n\n      <!-- 02 MANDATE -->\n\n      <details class=\"gnfiLR-item\">\n\n        <summary>\n\n          <span class=\"gnfiLR-num\">02<\/span>\n\n          <span class=\"gnfiLR-summary-text\">\n            <span class=\"gnfiLR-summary-title\">\n              The League of Nations Mandate \u2014 1922\n            <\/span>\n\n            <span class=\"gnfiLR-summary-small\">\n              International recognition of the historical connection of the Jewish people with the land.\n            <\/span>\n          <\/span>\n\n        <\/summary>\n\n        <div class=\"gnfiLR-content\">\n\n          <p>\n            The <strong>League of Nations Mandate for Palestine<\/strong>\n            was approved in 1922. Its preamble expressly recognised the\n            historical connection of the Jewish people with Palestine\n            and the grounds for reconstituting their national home in\n            that country.\n          <\/p>\n\n          <div class=\"gnfiLR-key\">\n            <p>\n              The importance of the Mandate lies in its recognition that\n              the Jewish national home was connected to an already\n              existing historical relationship between the Jewish\n              people and the land.\n            <\/p>\n          <\/div>\n\n          <p>\n            Britain, as Mandatory Power, was charged with creating\n            political, administrative and economic conditions that\n            would help secure the establishment of the Jewish national\n            home while also safeguarding the civil and religious rights\n            of the non-Jewish communities living in the territory.\n          <\/p>\n\n        <\/div>\n\n      <\/details>\n\n\n      <!-- 03 SETTLEMENT -->\n\n      <details class=\"gnfiLR-item\">\n\n        <summary>\n\n          <span class=\"gnfiLR-num\">03<\/span>\n\n          <span class=\"gnfiLR-summary-text\">\n            <span class=\"gnfiLR-summary-title\">\n              Jewish Settlement in the Land\n            <\/span>\n\n            <span class=\"gnfiLR-summary-small\">\n              The Mandate specifically addressed Jewish immigration and settlement.\n            <\/span>\n          <\/span>\n\n        <\/summary>\n\n        <div class=\"gnfiLR-content\">\n\n          <p>\n            Article 6 of the Mandate required the administration, while\n            ensuring that the rights and position of other sections of\n            the population were not prejudiced, to facilitate Jewish\n            immigration under suitable conditions.\n          <\/p>\n\n          <p>\n            It also provided for encouraging\n            <strong>close settlement by Jews on the land<\/strong>,\n            including State lands and waste lands not required for\n            public purposes.\n          <\/p>\n\n          <p>\n            This provision is important to the modern discussion because\n            Jewish settlement was not presented in the Mandate as an\n            activity outside its purpose. It was expressly contemplated\n            as one of the means by which the Jewish national home would\n            be developed.\n          <\/p>\n\n        <\/div>\n\n      <\/details>\n\n\n      <!-- 04 JORDAN -->\n\n      <details class=\"gnfiLR-item\">\n\n        <summary>\n\n          <span class=\"gnfiLR-num\">04<\/span>\n\n          <span class=\"gnfiLR-summary-text\">\n            <span class=\"gnfiLR-summary-title\">\n              The Territory East of the Jordan\n            <\/span>\n\n            <span class=\"gnfiLR-summary-small\">\n              The administration of the Mandate territory was subsequently divided.\n            <\/span>\n          <\/span>\n\n        <\/summary>\n\n        <div class=\"gnfiLR-content\">\n\n          <p>\n            The original territory entrusted to Britain under the\n            Palestine Mandate extended on both sides of the Jordan\n            River.\n          <\/p>\n\n          <p>\n            Article 25 permitted Britain, with the approval of the\n            League of Nations, to postpone or withhold application of\n            provisions relating to the Jewish national home in the\n            territory lying between the Jordan River and the eastern\n            boundary of Palestine.\n          <\/p>\n\n          <p>\n            This territory subsequently developed separately as\n            <strong>Transjordan<\/strong>, the forerunner of the modern\n            Hashemite Kingdom of Jordan.\n          <\/p>\n\n          <p>\n            The territory west of the Jordan River therefore became the\n            central geographical focus of the continuing Palestine\n            Mandate and of the later conflict over partition,\n            sovereignty and statehood.\n          <\/p>\n\n        <\/div>\n\n      <\/details>\n\n\n      <!-- 05 UN -->\n\n      <details class=\"gnfiLR-item\">\n\n        <summary>\n\n          <span class=\"gnfiLR-num\">05<\/span>\n\n          <span class=\"gnfiLR-summary-text\">\n            <span class=\"gnfiLR-summary-title\">\n              The United Nations and Article 80\n            <\/span>\n\n            <span class=\"gnfiLR-summary-small\">\n              What happened to existing Mandate rights when the League of Nations ended?\n            <\/span>\n          <\/span>\n\n        <\/summary>\n\n        <div class=\"gnfiLR-content\">\n\n          <p>\n            The League of Nations ceased to exist after the Second World\n            War and the United Nations became the principal international\n            organisation concerned with questions of international peace,\n            security and trusteeship.\n          <\/p>\n\n          <p>\n            Article 80 of the United Nations Charter is frequently\n            discussed in relation to the Palestine Mandate because it\n            protects existing rights of states or peoples from being\n            automatically altered by the Charter's trusteeship\n            provisions.\n          <\/p>\n\n          <p>\n            Legal scholars differ over the precise modern consequences\n            of these provisions, but the Mandate remains an important\n            historical legal instrument in understanding the competing\n            claims concerning the territory.\n          <\/p>\n\n        <\/div>\n\n      <\/details>\n\n\n      <!-- 06 PARTITION -->\n\n      <details class=\"gnfiLR-item\">\n\n        <summary>\n\n          <span class=\"gnfiLR-num\">06<\/span>\n\n          <span class=\"gnfiLR-summary-text\">\n            <span class=\"gnfiLR-summary-title\">\n              The 1947 United Nations Partition Proposal\n            <\/span>\n\n            <span class=\"gnfiLR-summary-small\">\n              A proposal for separate Jewish and Arab states.\n            <\/span>\n          <\/span>\n\n        <\/summary>\n\n        <div class=\"gnfiLR-content\">\n\n          <p>\n            In November 1947 the United Nations General Assembly adopted\n            <strong>Resolution 181<\/strong>, recommending that the\n            remaining Mandate territory west of the Jordan River be\n            divided into separate Jewish and Arab states, with a special\n            international regime proposed for Jerusalem.\n          <\/p>\n\n          <p>\n            Jewish representatives accepted the partition proposal,\n            despite the territorial compromises it required. Arab\n            representatives rejected it.\n          <\/p>\n\n          <p>\n            Resolution 181 was a General Assembly recommendation rather\n            than a treaty establishing final sovereign borders. The\n            proposed partition was never implemented in the form\n            envisaged by the resolution because war followed the\n            termination of the British Mandate and Israel's declaration\n            of independence in May 1948.\n          <\/p>\n\n        <\/div>\n\n      <\/details>\n\n\n      <!-- 07 ARMISTICE -->\n\n      <details class=\"gnfiLR-item\">\n\n        <summary>\n\n          <span class=\"gnfiLR-num\">07<\/span>\n\n          <span class=\"gnfiLR-summary-text\">\n            <span class=\"gnfiLR-summary-title\">\n              The 1949 Armistice Lines\n            <\/span>\n\n            <span class=\"gnfiLR-summary-small\">\n              The origin of what later became known as the Green Line.\n            <\/span>\n          <\/span>\n\n        <\/summary>\n\n        <div class=\"gnfiLR-content\">\n\n          <p>\n            Following Israel's War of Independence, armistice agreements\n            were concluded in 1949 between Israel and neighbouring Arab\n            states.\n          <\/p>\n\n          <p>\n            The lines established by these agreements became commonly\n            known as the <strong>1949 Armistice Lines<\/strong> or the\n            <strong>Green Line<\/strong>.\n          <\/p>\n\n          <p>\n            Importantly, the armistice agreements did not describe these\n            lines as permanent political borders. They were military\n            ceasefire lines established without prejudice to future\n            territorial settlements.\n          <\/p>\n\n          <p>\n            Jordan subsequently controlled Judea and Samaria, commonly\n            called the West Bank, together with eastern Jerusalem until\n            the 1967 Six-Day War.\n          <\/p>\n\n        <\/div>\n\n      <\/details>\n\n\n      <!-- 08 1967 -->\n\n      <details class=\"gnfiLR-item\">\n\n        <summary>\n\n          <span class=\"gnfiLR-num\">08<\/span>\n\n          <span class=\"gnfiLR-summary-text\">\n            <span class=\"gnfiLR-summary-title\">\n              1967 and the Disputed Territories\n            <\/span>\n\n            <span class=\"gnfiLR-summary-small\">\n              Why the legal status of Judea and Samaria remains contested.\n            <\/span>\n          <\/span>\n\n        <\/summary>\n\n        <div class=\"gnfiLR-content\">\n\n          <p>\n            During the Six-Day War of June 1967, Israel gained control\n            of Judea and Samaria, eastern Jerusalem and other territories.\n            This created the modern legal and diplomatic debate over\n            territory often described internationally as the\n            <strong>West Bank<\/strong>.\n          <\/p>\n\n          <p>\n            Much of the international community regards the territory as\n            occupied Palestinian territory and considers Israeli\n            settlements there contrary to international law. Israel and\n            a number of legal scholars have disputed aspects of that\n            interpretation, pointing among other things to the territory's\n            unusual legal history, the Mandate, the absence of a\n            previously recognised Palestinian sovereign state there,\n            and the wording of subsequent agreements.\n          <\/p>\n\n          <p>\n            The resulting legal question is therefore more complicated\n            than simply identifying the 1949 Armistice Line as an\n            internationally agreed permanent border.\n          <\/p>\n\n        <\/div>\n\n      <\/details>\n\n\n      <!-- 09 JERUSALEM -->\n\n      <details class=\"gnfiLR-item\">\n\n        <summary>\n\n          <span class=\"gnfiLR-num\">09<\/span>\n\n          <span class=\"gnfiLR-summary-text\">\n            <span class=\"gnfiLR-summary-title\">\n              Jerusalem\n            <\/span>\n\n            <span class=\"gnfiLR-summary-small\">\n              One of the most contested questions in the entire dispute.\n            <\/span>\n          <\/span>\n\n        <\/summary>\n\n        <div class=\"gnfiLR-content\">\n\n          <p>\n            Jerusalem occupies a unique place in the historical,\n            religious and legal dimensions of the conflict.\n          <\/p>\n\n          <p>\n            The 1947 partition proposal envisaged Jerusalem under a\n            special international regime. The ensuing war instead left\n            Jerusalem divided, with Israel controlling the western part\n            of the city and Jordan controlling the eastern part,\n            including the Old City.\n          <\/p>\n\n          <p>\n            Israel gained control of eastern Jerusalem during the\n            Six-Day War in 1967 and subsequently applied Israeli law and\n            administration there. Israel regards Jerusalem as its\n            capital, while Palestinian leaders claim eastern Jerusalem\n            as the capital of a future Palestinian state.\n          <\/p>\n\n          <p>\n            The city's final status consequently remains one of the\n            central issues in the international dispute.\n          <\/p>\n\n        <\/div>\n\n      <\/details>\n\n\n      <!-- 10 MODERN -->\n\n      <details class=\"gnfiLR-item\">\n\n        <summary>\n\n          <span class=\"gnfiLR-num\">10<\/span>\n\n          <span class=\"gnfiLR-summary-text\">\n            <span class=\"gnfiLR-summary-title\">\n              Why This History Still Matters\n            <\/span>\n\n            <span class=\"gnfiLR-summary-small\">\n              Modern arguments cannot be understood without the legal history that preceded 1948.\n            <\/span>\n          <\/span>\n\n        <\/summary>\n\n        <div class=\"gnfiLR-content\">\n\n          <p>\n            Discussions about Israel's borders, settlements, Jerusalem\n            and Palestinian statehood frequently begin with events in\n            1948 or 1967.\n          <\/p>\n\n          <p>\n            Yet those events occurred within a much longer legal and\n            historical process that included the collapse of the Ottoman\n            Empire, the Balfour Declaration, the San Remo Conference,\n            the League of Nations Mandate and the eventual end of British\n            administration.\n          <\/p>\n\n          <p>\n            Understanding that earlier history does not by itself resolve\n            every modern legal dispute.
